Vh45 slow crank

So just swapped a 91 vh45 into my s13 and it doesn't seem to want crank over. Tried with 2 different starters (old one tested good but got a new one just in case) and 3 batteries (all good one was a 900cca truck battery). With the plugs out it cranks over no problem but with plugs in cranks at about 1 rev/second. I can crank it over with a ratchet but starter just doesnt seem to have the neccessary balls.
