The usual way of dealing with the dual pump on a Q that's being converted from an active to standard suspension, was to loop that portion of the pump. I assume that was, as you suggest, because having that part of the pump without fluid would cause excessive noise or wear from that part of the pump. To avoid that, I'd think in terms of finding a standard power steering pump to replace your active pump. I'm not sure how much other stuff you'd have to swap, but I'm guessing the main pulley (harmonic balancer) would need to be replaced as well.
