Very odd ka24de spark problem (s13)

The car is a '90 with a '95 S14 KA in it. The problem is I'm not getting any spark. So far I've replaced the wire harness, distributor, ECU, coil assembly and plug wires and still nothing. All the new parts came off the same car and it ran before and after using the parts.

I checked for voltage at the 4 pin that goes to the distributor and I'm only getting 1.2v while cranking. I'm getting constant 12v in and out of the coil.

What else could it be? Next step is to check all the relays and grounds. The car ran fine before I did the swap so I'm pretty stumped at this point
