Very Odd Headlight Problems!

So I put on a silvia front end on my 91 coupe and for some reason im getting 11V to the headlight harness when i turn the headlights on but for some reason my bulbs do not light up.

I went and bought new H3 and nothing works. All opionions will be very appreciated!

How do the sockets to the bulbs look? I know jack about wiring but its worth looking at the obvious right?

The bulb sockets look great! I even tried jumping the headlights from the one working bulb to the one that didnt
