I have a 1990 ZX 300 Twin Turbo automatic. It has just crossed 11,500 miles.
When I cross 60 there is this very high pitched whining sound. At this point the PSI crosses the 0 mark towards the +14 meter. The very high pitched whining sound fades away as the PSI crosses 0 back towards the -14 meter. I have no access to a Nissan service center and the garages here are pretty basic, but should be able to do what needs to be done if I can point them in the right direction or possibly do it myself if I can be instructed.
Can anyone help?

Does it happen only when you cross 60?? If you say it happens when the turbo psi is higher than 0, then that means its happening while the turbos are spooling and you are going into boost. But you can go into boost under 60.

You are correct, as you said, "it happens when the turbo psi is higher than 0, then that means its happening while the turbos are spooling and you are going into boost."

The sound only comes when the 0 mark is crossed. It's not dependent on going over 60.

Can you tell me what to do?

Does the car run alright? If it runs fine, I would consider the sound of a turbo more of a whilstling sound than a whining sound. but what would i know, i have an n/a. lol.
i thought a boost leak would cause some hesitation or cut or somthing.

a boost leak or any kind of vaccum leak would not allow the car to hold boost very well ( no duh right?? lol)... so i dont think it is a boos leak if the car is boosting fine..... TO OP: it is boosting as it should right??

Thank you all for you input and advice. I have been checking the hoses and they were very loose. All I did was tighten the screws on the hoses and used the diagram outlined in the forum and got it sorted. The sound was similar to a whistling sound.

Many thanks.

The sound is still there. I opened up the front panel and tightened the hoses and did the ones on the engine and that high pitched whistling sound is very much still there!! Has anyone had this problem or can recommend something else?

Is it a honk or a whistle? Goose honk is very common. Whistling is a boost leak. There are more hoses to tighten.

It's a whistling sound, only happens in second gear and D. I'll check for more hoses. Thanks again!

Follow the compressed air charge from the compressor outlet all the way to the throttle bodies. There are about a dozen clamps, per side.
