Velcro flaps on back seats

Does anyone know if those little velcro flaps on the back seats where the bottom and back sections meet have any purpose? I can't seem to figure out a reason for them.

They are there to cover up the latch anchor point locations if you were to put a car seat back there.

Pull it up and you'll see what I mean.
