09' Rogue 80k Miles.

I am not sure if this has been a reoccurring problem since I got the vehicle, because the vehicle has been sitting in the garage all winter getting repaired.

I have read other posted about this issue but cannot narrow it down, maybe someone could help, it has become dangerous to drive sometimes. Intermittent issue.

Front and Rear brakes have been replaced. Brake Fluid is full to the top. Battery is brand new.
What I have noticed is, the old brake sensor sometimes works and sometimes does not but recently has been acting up, locking up the brakes. I have installed a new brake sensor, the VDC/Slip lights go away but later come on and lock the brakes up. Then I will switch the new sensor and put the old one back in, drive a little then the VDC/Slip come on, but I am able to drive it without having a powerband/RPM struggle or the brakes locking up.

The brake lights are working regardless of old or new sensor. I've been trying the stop, shut off the car reset method, works for a little bit then comes back on.
I feel the vehicle is not safe enough to bring it to a dealership to have them check it out.
I have used multiple OBDs, no luck, but have CONSULT 3 software with no scanner, maybe someone knows where I can get one.

Did a quick test. Put the new sensor in, made sure it is lined up with the sensor next to it, checked transmission fluid, topped it off. Took the car for a test drive, I noticed when the VDC/slip comes on it almost sounds like and feels like when the ABS kicks in, trying to grab the brakes, then lets go. This time the brakes did not lock up, the engine power is slightly sluggish but safe enough to drive. No engine codes, nor ABS codes, but unable to pull trans codes.
