When my motor is cold... I hear a ticking sound coming from my motor. The higher the RPM's go up, the louder and faster the ticking noise gets. It goes away when I either hit the highway or if I've been drivin for a while.

<--- Valve adjustment

It may be valves, but more likely just ticking lifters. They tick on my car, and ticked for over 70k on my last car. Some people say that the lifters should be fixed, but I've never had a problem, and a mechanic friend of mine said not to worry about it.

could just be an exhaust leak. they sound bad until you get up to 40mph+, and they make a ticking noise..

I got an oil change... and it solved the ticking problem. It was just really low on the oil jammy jam. Oil leak kinda sux, but what can you do, the car is 13 years old ;)
