valve spring question

ive been learning about cams and valve springs and how they work. if i just get valve springs and not cams first will it make much of a difference in power, or does it only give you a good increase in power when combined with cams?

Stiffer valve springs will actually decrease power slightly, as there is more resistance in valvetrain. Stiff valve springs are only necessary if you have a valve float problem, or a very large race cam that is adding to the float problem.
