Valve cover job question?

I'm finishing working on resealing the valve covers for the J30 and wanted to know if anyone who has done this job was able to torque down the intake cam valve covers to spec? I'm pretty unsure about using a torque wrench because the FSM states .7-2.2 foot pounds, I have an 1/4" inch pound torque wrench and was able to torque to spec the exhaust cam valve covers, but the phillips head screws on the intake cam covers look as they might strip the block if I try and use my torque wrench. Right now I just tightened them til they can't turn anymore by hand! Any input will be greatly appreciated, just need second hand knowledge!
