"Valve Cover Grommet"...Where Does It Go??

I got a valve cover set that came with 4 half moon plugs and two "valve cover grommets"....I KNOW where the half moons go, but have no idea where the grommets go.

I already removed both of my valve covers and I did not see these grommets anywhere at all. There was only RTV around all the holes and whatnot.

These grommets are actually pretty thick (tall) and I am thinking if I put them somewhere, the valve cover will not seat properly....maybe I am wrong??
