valve caps wont come up!!!!!

okay so i just put in the brian crower V2 cams and i went to go turn my engine over and all i got was a little pop and i checked the valve timing and nothing is off.

and when i looked at where my valves were they were not touching the cam like they should be and my cam is fully torqued down. my car has been sitting for about a month or so what can i do to get the valves back up????
