I think that's true for just about anyone who is native to a poorer country. Places that have less parts readily available makes more people learn to fix things with minimal parts. Which in turn means they usually have a high degree of skill to compensate. Yeah, in-between the back roads for Viers Mill Rd and Newport Mill Rd going onto Weller and Georgia Avenue...
