Vacuum line coming off of AIV Cut valve? '88 D21 Z24i engine

I am at a loss!
I am having a hell of a time trying to pass emission testing here in Utah. My D21 blew a head gasket, which was replaced. Afterwards I realized I had no idea how to hook up the vacuum hoses. After looking at page after page of diagrams and guides, I found the diagram for my engine:

I have got all of my hoses hooked up correctly now, except for this one:

This is the hose coming off of the AIV solenoid cut valve, which is to the left in that diagram I posted. The diagram indicates that it leads to some intake on the the throttle body, but I have no idea where this intake is.
Please help!

I ended up just putting a T in the vacuum line next to the intake port above that double-port intake. It improved the CO score on my emissions by quite a bit. However, I did not quite pass the idle portion of the test. My CO is at 2.4 instead of 1.2 and my Hydrocarbons are at 800 instead of 220.

My question is: Do I need a new catalytic converter? My scores at 2500 rpm are great, yet it just idles unclean. I also noticed when I looked at the cat currently on my truck that the air-supply hose is welded shut. Is the hose supposed to lead anywhere?

The problem with that diagram is that it shows the older thermal controlled EGR vacuum valve; not the ECU controlled vacuum.

I do not have a 1988 FSM in my collection. Would a 1986.5 work or is that the older version that you don't have?
