Vacuum/Idle help.. 89 240sx

well in the process of swapping in my ka i broke a piece off of my SCV valve. The car has always had a really inconsistant idle (anywhere from 900-1600rpm) since the swap. the car also likes to purge, well i think thats what it does. when i start it, the rpm goes up to 2k, makes a swoosh sound (can't explain it really), drops to 1500 and repeats this process until it sees fit. i was told this could be because of the air regulator, but iduno. anybody have any bright ideas?
