when the car is coming down the rpm range the vaccum is 20+ but when it get to 1000 rpms it will drop to 18 in hg. the car seems to idle ok but most of the time the vaccum will start dropping

I don't understand what you mean...?

Your car should be at negative vaccuum at idle...

the egr pipe is cut off right by the down pipe meet the manifold. there is a hole there that i need to plug up. i know there is a vaccum line coming off the turbo and if there is an exhaust leak will that cause a loss in vaccum. it is negative vaccum. the vaccum at idle should be a -20 or less (ie -21).
