Anyone here know or knows someone who can point me in the direction where I can find out about how strict Virginia emmisions testing is?

Yeah that's why I got frustrated and tried the forum cause google wasn't given me anything usefull. but that ixquick engine is the shisnit and I got my answer.

I don't think they are that strict on emissions. I live in the lynchburg area of VA. and majority of the rednecks shops don't do any emission testing. The furtherst I have seen/heard them going was looking under the car to see if a cat was installed, they never checked to see if it was gutted. Guess it could be just in the area I live, all them damn hicks/rednecks running around with no mufflers.
