. the fire retarder/blanket does nothing for the wheel wells- nor for noise reduction. the engine noise comes in through the holes in the firewall and the thin firewall itself.
regarding thew the wheel wells: that is a whole other topic. the noise you hear from the wheel wells is water droplets splashing against the wheel well area that are brought up by the tire tread - and the air that is moved through there - and the tire noise from the tread humming alone the road surface.
