are these the same besides $$ UR 169. JGY 119. and i should throw in a silk road water pump pulley?

By running with the UR underdrive crank pulley, you are already underdriving the water pump as well, eliminating the need for the silk road w/p pulley.

Not necessarily.

Depending on what you are using it for; underdriving the pump up to about 35% is capable of cooling the car. A number of SE-R Cup cars are running large underdrive ratios on their SR20DE's, while those are race cars; keep in mind that the turbocharged engine will produce much more latent heat.
