UNUSUAL wiper/side mirror problem. I SEARCHED but have mixed reviews.PLEASE HELP

this is a 96 s14 5spd. bone stock. Here is the problem. The wipers and side mirrors work when the car is not running. The key is on the ignition and the wipers and mirrors work in every positioning of the key. But as soon as the car is turned out and motor is running. The side mirrors and the wipers are not working. I know its not the wiper motor nor the switch because They do work perfectly fine when motor is not running. Im out of ideas and any ideas or help would be greatly appreciated. I hate electrical problems
