Unplugged TPS runs better, bad TPS?

I just got my wiring harness redone. It was a good investment, but I still have a problem with a lack of performance. I tried driving the car with the TPS unplugged, and it actually seemed a bit better. Not good, but not nearly so confused seeming either. So, does that mean I should get a new TPS?

If you have access to a volt meter get teh v at shut and wot with the key on but NOT running. should be aprox .5 shut and 4.0 at wot. Being off by .2 is allowable.
