Unknown 5 speed maintenance FS5R30A and related TSB

It's at 122xxx miles and I just picked up 5 quarts of mt90. The filler plug has some type of rubber sealer on the threads that I haven't removed yet. I know the TSB regarding the fill hole being too low on the trans and it's the original style fill hole, do you think they sealed the plug up for the extra fluid? Should I just leave the fill plug alone and dump all the oil through the shifter?

I'm unfamiliar with the TSB, but based upon what you've written, I would drain it all out and measure in the recommended fluid through the shifter. Putting thread lock on fill and drain plugs is a common practice. I think that's what the rubbery stuff is.
