Umm Is this Normal? (Might be why I over boost)

Ok so My car likes to over boost like a mofo. And I'm Thinking this might be the Problem<------ Mods I have a Greddy profec B sprec II and It boosts to 9psi in which seems to be a normal pace, but as soon as I Hit oh say.. 5k RPM it decides to jump to 13.7 to 14.5 PSI. So I decided to look around and find out why, I've checked all the usual causes of boost creep and everything seemed fine, that is until I looked at the waste gate actuator arm. I'm not sure if this is really normal but it looks as if it was spot welded to the Housing?.. I tried to take some pics with my cell phone but they are kinda crappy since there was hardly any light and a cramped spot.

I googled a image of a GT28r and circled the area if the pics didn't do justice.

Could I just take a dremel To it and grind it off? Or at lease attempt to.

Yeah, Mos deff man.I think I saw that motor you were looking for on CL the last couple days its dirt cheap.

You should be able to grab that wastegate arm and pull it open. If not, you have a serious problem. Is the car setup for external waste gate? Did you buy it like that or install the turbo yourself?

Uhhhhhh well if the flap can't open then it's not going to let exhaust gas go out the wastegate, so yes that would be a major reason that you are over boosting. Can you move it at all? If not then someone modded it for maximum boost, but they did it stupidly lol.

Cut or grind the weld off and see if it overboosts.

Yeah someone definitely added some JDM-tyte modification to your WG assembly.

Just Tried to move it, no movement.The turbo was on the car when I got it. It was basically a stock swap. with a s15 turbo.

Thanks guys im gonna pick up a dremmel or something small enough to get down there so I can grind it off and see how that goes.

Hmm... which motor you talking about? I just did a quick search on CL and the only thing I found were some cheap Rev-Up heads (which I had been looking for)...

so thats whats been causing the problems? lol. crazy. we're gonna have to run again and see who's faster once you fix that. last time we did a highway run i left you like you were standing still and i was like wtf!?!? i know its just a little sr but i thought they had more kick than that.

i personally think its normal. I have had a few turbo's most of which internally gated and most of the flapper arms like pictures were just that same as what you have pictured. I think your wastegate actuator is malfunctioning.
