Turning signal problem and Tach problem

My turning signals stopped working out of nowhere, but when i hit the hazard button, the front and rear lights flash. i realized that two of my side markers are not connected at all and the wiring is missing for it (not that it might be the cause of the problem since it runs on a parallel circuit) . i used a multimeter to see if voltage was going through the gauge cluster for the turn signals, and there was only voltage going through when the hazards were on. what might be the source of my problem?

Also, my Tach does not work. I looked at a wiring diagram and it said the yellow/red wire for the tach goes to the ECCS. Is that the yellowish metal box that is behind the passenger kick panel? I noticed that the yellow/ red wire was by it, but unless i was just not looking good enough, it seemed to not connect to it and it seemed to be routed somewhere else.

Any suggestions? any help would be appreciated.
