The people who make money running brake lathes in brake shops tell you the discs need turning. I never do, including on beaters run until the metal backing carved the disc up to resemble the other side of the moon. It was research- I figured that side would grab and lock and pitch for the ditch at first prod of the pedal- it didn't. It didn't eat up the pad. I was amazed. I drove it the rest of the years I had it -a 610 wagon- with no apparent effect. So no, I don't turn discs. I hit them with some 80-grit and cross-hatch them, and then do some moderate bedding of the pads.If there's brake pulsing, turning seldom cures it completely. You're usually heading for replacing the discs, and it's about as economical to go straight to that solution.
Only my experiences, of course do what you like. Just take a breath when someone tells you "absolutes" about cars. Few of them are.
