turn signal woes.... please advise

Hey all. I am new, but not a newb to cars nor forums. I have tried browsing the "new here" thread and most of those questions didn't seem to fit the type of issue I am faced with, so I will ask here.

YES, I have searched numerous times and found threads on signal lights not working, but not quite how mine are....

I just picked my coupe project today!! about 7 hours of driving total, and finally it sits in my driveway!

so heres my main concern before I start taking to the streets:

my turn signals do not work. but heres some vital info about how this may be wired...

- with the headlights OFF, if i press the turn stalk up or down, my hazard lights will come on. they blink on all four corners successfully. both green arrow indicators in the dash light up and blink in sync with the hazards... essentially, my turn signals ARE my hazard lights.... 0.0

-with the headlights ON, when i try to flip the turn stalk, i get no clicking, and no outside action on the car whatsoever. NOTE: with the hedlights on like this, the green turn signal indicators light up in the dash, and STAY lit up...

-my hazard button works with the lights OFF, just like when i flip the turn stalk up or down.

-the hazard button DOES NOT work with the lights ON, just like the turn signals.

obviously this is not a fuse issue.. since the blinkers work fine...

so basically I need experienced wiring gurus to help point me in the right direction of where to look for crossed wires, and how to go about fixing this....

NOTE ALSO that this car is brand new (to me)...

the previous owner said the turn signals stopped working WHEN HE PUT THE SILVIA FRONT CONVERSION ON...

i asked him specifically "did you do any cutting/soldering?" he says no.... he just couldn't figure out how to wire everything up properly.... sounds a little odd to me....

please, any help is appreciated, so that I can have a good set of things to try tomorrow, and hopefully get this ANNOYING issue out of the way so can focus on more important things.
