Turn Signal Light/bulb Issue

I have a problem with my right turn signal, it works fine when the hazard lights are on or when I use the blinker it works.
the problem is when the lights are on thats the only light the doesnt turn on, both headlights works and the fog lights and the left turn signal. Any Ideas before i start taking things out?

That light bulb may be a two function style. Larger filament is for turn signal, smaller filament is for running lights. The running light filament may be broke. Check on the replacement bulb at the sautoparts or research online, and if it has 2 filaments, then you know what to do, replace bulb!
