turbo vacuum & turbo surge problem

hi im new to the form and just got an SR20 redtop swap done to my s13 coupe, having problems with it and need to big help dont know much ppl local with an sr to help me out. but let me tell you what set-up i have turbonetics t3 im guessing basically its a top mount turbo everything was per wired and made, BOV is mounted close to TB unlike most sr20 i see, i dont know what wastegate is but running a dump pipe, all the vacuum dont seem right off diagrams i found from google and the problem is my car car idle fine but sound like there a misfire when rev to 3500 and letting it drop to idle it just die, im getting turbo surge not realy bad but its getting turbo surge, first gear pull good to about 6500 rpm and wont rev anymore 2nd gear i start feeling the turbo stop boosting and wont want to rev nomore around 4500 rpm could this be BOV cuz BOV not releasing as it should or cuz it be vacuum the BOV cant release right ill try to get a video loaded
