they are measured a number of different ways, categories, A/R of the compressor and the turbine, trim sizes, housing types, there are a lot of different sizing issues...

Also another good thing to remember "dont' know if this helps but oh well"

small turbo= fast spool up, but only medium power gains

big turbo=slow spool up, but ungodly amounts of power
