In California, if the aftermarket parts added to the car are not issued a CARB EO number, then they are technically illegal. Now as far as auto manufacturers go, their cars have to meet emissions laws and such to be legal to drive on US roads. Everyone from Ford to Hyundai have to pass. Because turbo cars from the factory came with the turbo from the factory, it is considered a part of the car that has passes emissions. Thanks to all of the little doo dads and such that make a car emissions legal, manufacturers can include whatever form of induction they want. It is not the fact that the car is turbo or not that makes it legal or not. Now if you live out of Cali, your car need only pass a tailpipe emissions test, not the full on visual inspection like they have in Cali. For me, in crap ville Texas, I don't even have to run a cat 90% of the time:D
