Turbo surge and no boost

Ok minus the long story, i cant get any boost from my car. It has NEW 11b plugs deastchwerk 550s, new engine harness... At first I thought i had a seized turbo, pull outlet pipe couplers on both side and revved it, sure enough both boost the same with enough pressure to blow my hand off the end with a lot of force. Did a boost leak test, all solid. So im down to the mafs(has selin duals) ecu, coils tps which is fairly new, maybe 200 miles on it before my car became a garage sculpture. Any help will be great i can also shoot a vid and post it if i can figure it out.

Also ruled out the wastegates( put 10lbs into the actuators and still would build not boost)

Have you check for engine codes, specifically the detonation sensor? as the car can go into safe mode and won't boost over 5psi if it detects detonation sensor failure

Also, do you know if your Tune is correct? I have seen very bad tune that was causing the turbos to lag badly and with very little boost due to bad ignition mapping.

Are you certain you don't have boost leaks?
check if your cats are clogged if you have any

Cant be limited boost i have a greddy profec controller. Tune is good, has a ashpec tune. An i pressureized the whole system from air filter to manifold, no leaks. Has czp 2.5 piping. I ohmed the coils, all were either .9 or 1 ohm.

follow up, i opened up the wastegates with 15lb of pressure and it ran fine for a 10 mile drive, so at this point im guessing its my turbos, the bovs, or one of the mafs(or both). but now my plugs are fouled... thats how it goes i guess. if i had the cash id just get new bigger turbos, as my car is ready for 700hp minus this little bump in the road...
