You have a manifold leak. Or your down pipe might not be connected to your car. My car was like that my downpipe was connected by 1 bolt!!! lol and it dident hit 13 PSI untill around 4500 RPM but seeing how your spooling to 7 i dont think you will notice a lag. Now when you spool it does it not sound smooth and clean? If it sounds SOMEWHAT like a musle car it is most likly you dont have bolts connected or you could have a broken manifold seal. The noise i am talking about is very hard to describe. Heres a easy was,can you hear a whissle when it spools? Because what you have described sounds EXACTLY like what myne was like. Jack your car up and make sure the down pipe is hooked up properly, then if it is take off your hot pipe and intake and look around and under the manifold as best as possible and look for a crack. If that doesent work, turn your car on and smell around your motor bay and see if you can smell the carbondioxide. And people dont mind if some of this doesent make sence it is 9:31 am for me and i am at school and i am tired lol
