turbo not spooling

i got a questions my turbo isnt hitting peak boost till around 4k and it doesnt seem to hit peak boost in 1st and 2nd it gets really close but no peak in those 2 gears any ideas why??

Is this a freshly swapped engine? New turbo? Used turbo?

Did you check out the turbo before you put it in? A couple things to look for are shaft play (basically if you can move it much in any direction it's not a good thing) just stick your fingers in, grab the shaft and try to wiggle it around, pull it, and push it a bit (not too hard though). If it moves a lot then thats not a good thing. Also, clean out your intake tract really well then drive around, if you are getting a LOT of oil in the intake tract then the turbo is also bad. There's a lot of other things it could be but as long as it's not those two then you know the turbo is probably good still.

Boost leak? I got around 19-21 mmHg of vacuum when idle. Check your plumbing

i got that on the vaccum also

how are your oil return lines?

is there excessive heat after a long drive? do you have an external or internal wastage? Check it for leaks.Any exhaust leaks from the manifold?
