The "budget" form of fuel control has traditionally been a rising rate fuel pressure regulator, or rr-fpu. You can tell witch ones are rising rate by the ratio in the name. some are 8:1 some 12:1 and I'm sure there are more. They work by increasing the fuel pressure by a set amount with every psi that the regulator sees.
If your going to do the tuning on a dyno, why not go ahead an get an old/used afc or equivalent? At worst, you'll be out about 150 and you'll have at leaste some say about what the injectors are doing.
The route I'm taking is a chipped ecu. I got my daughterboard for about 15 bucks, a chip burner can be had for about 30-60, and programs like Nissan datascan can do real time map tracing. I've downloaded a basic 7 psi t25 370 injectors tune of hybridka and plan to go from there.
As for alchy/h2o injection, a shurflo pump off ebay can be had for ~30 if you good at sniping, a Volvo cold start injector will run you about 20, and my boost controller will tell the injector when to open. Also, windshield washer fluid is usually abourt 20-30% meth anyway, so thats a pretty good over the counter mixture to go with.
