turbo hoses affecting spool-up?

Ever since i've fitted a HKS EVC III electronic boost controller and connected the hoses (one hose to the actuator, one to the boost take off on hot pipe and the vacuum to the ssqv vacuum line on the hot pipe), the turbo is spooling up very late even with the controller turned off, so there's no use setting up the fuzy logic with a boost curve like that.

It's a CA18DET with a 3000 miles old GT28R turbo, i was getting full boost at around 3700rpm, but now it's more like 5000+rpm when the turbo really kicks in (below that it holds about 0.2 bar and doesn't increase until 5k).

Could the lenght of the hoses be causing this, although they are well under the suggested 1 meter and connected as per the instalation instructions? Also i don't seem to be getting the chatter sound like i did before even below 2000rpm and the SSQV often doesn't do anything when shifting on boost? Boost has been turned down from 1.3 bar to 0.8 on the actuator after fitting the EVC.thx
