turbo help

I have a t3/t4 50trim 60ar 48 exhaust with a stage two wheel, My setup is jwt ecu 50lb msd z32 maf.Seems like it spools slow starts at 2800 full boost at 3800.Car runs good but I have no experience with 240's so I don't know what to expect, 16lbs of boost should I be spinning the tires in every gear with that boost or should it just come on slow and make good power ? Is the stage two wheel holding it back or do I need a 63 exhaust or both?
