I 've been tuning my car this past week with my LM-1 and SAFC. As of right now, my hi-throttle a/f ratio is right on target between 11.8/12.0:1.

But I acheive this a/f ratio as low as 2000rpm. The power band feels flat before 3500/3700rpm (when I make full boost/ 16psi).

Should I be tuning the lower rpms at WOT closer to 14.7:1 ? And then transition it into 12:1 near the 3500rpm mark ?

Any tips would be great. Thanks.

At WOT you shouldn't really be aiming at 14.7. That will just give you some low end pinging as the turbo tries to spool. I find running 14.2 afr during cruise all the way up to 0 vacuum. When in moderate to full load (60-100% throttle), begin transitioning it to 13.5 in the low end all the way up to the boost threshold point (where it begins making boost). Then from there on out, tune to target loaded AFR in boost. I like to run 13.0 under 5psi, 12.8 by 8psi, 12.0 by 12psi, and 11.8 anywhere higher. Be sure the engine doesn't ping, as different setups will be happier in boost at different afr's.
