I have the 19s on Nova Scotia roads and they're fine here.. except when big huge bolts go through them lol. They're an awesome rim though. The 18s will look a tad smaller with a smaller lip depending on your offset you choose as well. I went 19 and +35 to get the huge lip I wanted.
Honestly, I prefer the 19s, they look better than 18s on the car, but for drive-ability and if there are a lot of potholes in Ottawa I would suggest the 18s. You'll get a bit more rubber, however, the Toyo Proxes 4s I have are metal re-enforced so they're pretty tough. I haven't had any issues with potholes around here.
The 18s will also be cheaper...
