Trans problem

Today I got my shifter in and installed . I tried to shift the trans into neutral and it wouldnt budge at all. There is no oil in the trans and thats how it was when i got it. I think it may be stuck from rust, so what do you guys think I should do ?

i think you didnt get the ball of the shifter in the right spot. take it back out and make sure you get it in the slot.
