transmission problem!!!

so ok i juss bought a car not to long ago they only problem is..is the transmission so i got a car that does go but the motor start plus the guy converted from an automatic to manual in which he kinda cut the wire from the fuel box in the engine bay that doesnt consume to be needed for it to run, plus the only thing that the guy told me was that work on clutch and brakes also new transmission....i really dont know if its the transmission problem cause the car start but the clutch pedel stays down when u start the car it doesnt pop back up but yea the guy say its an machanical problem for the transmission..he say it the transmission locks when u shifted but i dont know....any help on that
