What many don't know is that you or I can easily move rail cars when on the track. I used to move fully loaded SO2 tank cars by hand (and a relatively small wrench). Stopping one is a little bit different. Wind can easily push them around as well when on flat track.

The video seems to show multiple brake system failures however.
