The traction control light comes on intermittently and has thrown a code 18 indicating a TCS pump and/or actuator problem(Repair costs $800+++). I have just had the rear end fluid changed but don't know yet if that might help. Any thoughts? Thanks.

I would try picking up a used actuator from someone here on NICO...

Is there a buzzing sound coming from near thebattery?

Do the diagnostic in the FSM. Since you have OBD II, I wonder if it is more like the FYG33 than the earlier OBD I G50. 1996 is a unique animal. Learn the FSM well.

first thing i would do, even if we dont really think it will fix it, is to replace the relays under the battery. theres 2 of them, and it should cost more than $20-30 for both of them.... elimate the known common failure area first then we proceed to more expensive stuff.
