TPS Voltage Reading between Pin 4&5 on ECM side with TPS connector disconnected?

My car cranks but won't start. It has spark and fuel on all 4 cylinders. Spark plugs are fairly wet. When I dry out the plugs it backfires once and just cranks. Or, when I leave it alone over night it backfires once and just cranks. So, I am suspecting there may be too much fuel going in and it gets flooded so will not start. I have compression as well in all4 cylinders. Took the mafs connector off and it did not help.

I pulled the TPS connector out and measured the supply voltage (from the ECM) between terminal 4 and 6 and it measure out to be 5V which is fine. I also measure the voltage between terminal 4 & 5 (from the ECM) and it measure to be 2.2V while the TPS was disconnected. Should this reading be 0V if the connector is disconnected or does the ECM produce 2.2V between terminal 4&5? I am thinking something is wrong here. So, either my EMC is screwed or I have a bad short/ground back to the ECM or at the ECM. I did not measure the voltage between pins 4 and 5 with the TPS connector connected yet.

The TPS resistance measurements are fine for the varying throttle positions.
