TPS voltage is too high at WOT

I've got my tps sensor set to .45v at idle, but a WOT it hits 7 volts or just under. I've tried 2 different tps sensors with the same outcome. I've used the wiring info here for the q45 tb with s2 rb25. Does it have something to do with me not using the plug built into the tps body? I was under the assumption that it wasn't used. Any ideas what would cause this to happen?

Try a new or known good Throttle Position Sensor.
