tps reading normal when throttle closed but...

i know this is a dead horse beating but i couldn't actually find anything about this.

i finally got around to get the voltage on my tps, and seems to be perfect when the throttle is closed, .45. but when WOP it only goes up to 3.x instead of the 4.5 that is recommended i think?

is this a problem or is normal? or should i adjust the wop voltage too?
