TPS question

Just how important is the tps? I mean would my 93 240 still be expected to fire (although it would run rough) without one installed or adjusted correctly? I recently tried starting my project car after 3 weeks of it sitting (it ran pretty good then), and since it ran fine w/ the tps unplugged, and rough when it was plugged, i decided to remove it and get a replacement. When i tried to fire it this time, there were absolutely no sounds of combustion, and when i pulled and replaced the spark plugs, i couldn't smell any fuel, even after long periods of cranking. So what i'm asking is can a miscalibrated tps cause a fuel problem this severe? thanks
