When I drive down the road it drives fine, as long as I am over 15% throttle, any throttle less than that it spits and sputters, and it also idles like crap and won't hardly idle, I have adjusted the tps and the voltage is pretty close but it is maxed out and I can't turn it any more. Sound like a bad TPS?

^^^ Exactly, most likely going to be a vacuum leak or boost leak, go make a home made boost leak tester if you dont have one they're amazing! and worth it, I made mine for like no more then 10$

I went and made me one, found like 2 or 3 leaks and presto! she runs great, my car will actually idle and drive great now! Had a major leak around where the blow off valve connects to the hot pipe. Can't believe I have owned a turbo car for over a year without a tester, the tester is a must for any turbo owner.
