tow hook accesories - legal?

does anyone know if hanging stuff on your rear tow hook legal - I'm asking 'cuz my coworker mentioned to me that it's a no-no to have something hang outside of your car.

if a cop pulls you over and asks you to remove the stuffed animal or whatever it is that youre going to hang there. You must be living in an Uber safe city where cops like to hassle people for fun. (much like here)
