Torque specs for tensioner.....

I found this page on skylines of australia. It list the torque specs for the timing belt as 196 N (Newtons) Then it shows the different units "196N (20 KG , 44 lb) Thats all it says. Now if I convert 196N to fl/lbs I come up with 144 ft/lbs. I don't think anyone could convince me to put that much torque on a 10mm stud. So does anyone know what the correct specs are for it?

I HAVE THE ENGINE MANUAL AT HOME SO I CAN CHECK THE TORQUE SPECS LATER TODAY.
