Do what I did, strip the carpet and sound deadening out. That is almost an inch from the floorboards to the top of the carpet, so your feet will sit farther down, then get a new steering wheel with like a 75mm spacer, then go to a machine shop and have them make you new mounts for your seat, or have them modify your old ones.
Also, you might want to think about getting some manual seatbelts from a non-US-spec S13 or an S14 because the belt that goes from the centerconsole area to the autobelt part is in the way of moving the seat back any farther. Removing it will make it possible to mount the seat back farther.
